Lamoille FiberNet CUD Finishes County-Wide Fiber Deployment

Vermont’s expanding Communications Union Districts (CUD) are pioneering creative efforts to deploy affordable broadband to the rural parts of the Green Mountain State. That includes the Lamoille FiberNet CUD, which has been making steady progress expanding affordable fiber access to fiber in the most neglected parts of rural Vermont.

Back in 2023, the Lamoille FiberNet greenlit a $24 million public-private partnership with Fidium Fiber to deliver fiber broadband access to nearly every deliverable address in Lamoille County. Two years later and the county now says that target goal has been completed.

According to an announcement by the CUD, the collaboration resulted in the deployment of 550 miles of fiber, resulting in gigabit-capable next-generation broadband access being made available to 5,000 unserved or underserved addresses across the county.

“This achievement represents years of collaboration, persistence, and smart partnership,” Andrew Ross, Lamoille FiberNet chair and Wolcott representative to the board, said in a statement. “Our shared goal was simple but ambitious: to make sure every home and business in our territory could connect to reliable, affordable, high-speed internet.”

Two city utility managers, an economist, and a fiber technologist walk into a virtual webinar …

And what followed was a deep dive into why delaying investment in smart city infrastructure is increasingly costly.

The hour-long livestream event  – co-hosted by the Institute for Local Self-Reliance (ILSR) Community Broadband Networks initiative and the American Association for Public Broadband (AAPB) – brought together municipal utility managers, an economist, and a leading fiber technologist to explore how cities can future-proof themselves with digital infrastructure.

Guests who appeared on “Building Smarter Cities and the Cost of Doing Nothing” today emphasized how “smart cities” are built on fiber networks and what city investments in the gold-standard of Internet connectivity can do to boost economic development while improving the quality of life for local residents and businesses.

They highlighted the real costs of inaction, pointing to slower economic growth and lost municipal revenue opportunities as something many cities or towns overlook when thinking about local infrastructure.

The webinar featured Huntsville Utilities VP of Engineering Stacy Cantrell who provided key insights into the public-private partnership Huntsville Utilities struck with Google Fiber and what it has meant to “Rocket City.”

Another virtual case study was provided by Brieana Reed-Harmel, Broadband Manager for Pulse Fiber, discussing how the city’s fiber network is propelling economic revitalization efforts in Loveland and how the success of the network is now being extended into neighboring communities.

The USF Survives Supreme Court, But Massive Challenges Remain

The FCC’s Universal Service Fund (USF) has survived a Supreme Court challenge by a right wing activist nonprofit, but the program – which for decades has helped extend broadband to underserved rural homes and schools – still faces a precarious immediate future.

It is a peculiar political story, given that the rural regions that overwhelmingly vote for Republicans are now seeing Republicans try to dismantle a program that has been crucial for rural investment and development.

The FCC established the fund in 1997 in compliance with the Telecommunications Act of 1996. Historically a program with broad, bipartisan support, the USF leverages around $8 billion annually to expand broadband access to rural communities, libraries, and schools. The program is primarily paid for by consumers via a small levy on traditional phone lines.

In 2023, a right wing activist nonprofit named “Consumer’s Research” sued the government over the USF, claiming that the FCC lacked the constitutional authority to levy a fee on consumers’ bills. The lawsuit claimed that the USF depended on what amounted to an “unconstitutional tax” on consumers to fund operations.

Google’s Hometown Of Mountain View, CA Eyes Potential Muni Fiber Build

Home to one of the wealthiest and most successful companies in America, you wouldn’t expect residents of Mountain View, California to find themselves on the wrong side of the digital divide.

Yet the city of nearly 82,000 – frustrated with spotty and expensive service by AT&T and Comcast – is considering a municipal broadband network to deal with the deficiencies of the duopoly.

Last year, Mountain View officials hired the consulting firm, Entrust Solutions, to take a closer look at the city’s broadband availability metrics and device potential options for the city.

The finished report and accompanying technical memorandum note that Comcast enjoys a monopoly over vast swaths of the city, resulting in expensive, slow, and spotty access.

“Although most of the City is considered ‘well-served’ by federal and California state standards, most residents have only a single option for Internet service and are essentially subject to a cable monopoly,” the authors wrote. “When it comes to modern gigabit Internet services, only 42% of the serviceable addresses have fiber access.”

The study similarly found that despite ongoing taxpayer subsidization, AT&T has historically failed to upgrade its older DSL customers to fiber across large swaths of the city.

“AT&T provides legacy copper-based service for most of the city, but that technology is not capable of meeting the State of California’s minimum broadband speeds of 100 Mbps download and 25 Mbps upload,” the consulting firm found.

“And while AT&T also provides fiber-to-the-premises (FTTX) services in limited neighborhoods of the City, this means that much of the City is effectively a Xfinity/Comcast monopoly, leading to an uncompetitive market for City residents seeking broadband service.”

ARPA Boosts Fiber Expansion To Underserved, Unincorporated San Diego County

California ISP Onward, which has increasingly partnered with California cities to expand affordable fiber access, is leveraging $4.7 million in American Rescue Plan Act (ARPA) broadband grants to further expand its footprint into long-unserved areas of San Diego County.

According to a recent announcement, San Diego county’s Broadband Committee has approved nearly $9 million in ARPA broadband grants to help expand fiber access to 1,000 residents in three unincorporated areas:

  • $4.7M awarded to Onward to deliver high-speed internet service to 281 households in Warner Springs.
  • $2.7M awarded to AT&T to deliver high-speed service to 101 households in San Dieguito.
  • $1.5M awarded to AT&T to deliver service to 53 households in Ramona.

The county says a Notice of Funding Availability was shared with all known Internet Service Providers in the County back in July of 2024. The County requested grant proposals through public outreach and engagement based on findings from its Comprehensive Broadband Plan.

The effort is running parallel with the San Diego County Library Tech Connect Program that has provided 7,000 Google Chromebooks and MiFi hotspots with unlimited data plans to residents and students to the internet for free.

The Onward website states that the planned $4.7 million expansion into Warner Springs is still in the planning stage, but that once completed the fiber options will be between 10 to 100 times faster than existing offerings. Onward has also partnered with Rancho Cucamonga to dramatically boost access elsewhere in San Diego County.

Chicopee Massachusetts Takes ‘Fiberhood’ Approach To City Fiber Rollout

The city-owned utility in Chicopee, Massachusetts has adopted the “fiberhood” approach to broadband deployment as it expands affordable access to city residents under the Crossroads Fiber brand.

Frustrated by a lack of affordable broadband access, the city tabbed Magellan Advisors in 2015 to conduct a feasibility study into city-provided broadband access. After a survey showed a majority of city residents would support such an initiative, Chicopee Electric Light launched Crossroads Fiber in the summer of 2019 in a small pilot area.

Since then, the utility has been expanding access steadily to the rest of the city – joining a growing roster of city-owned utilities that are responding to broadband market failure by taking matters into their own hands.

Planners have broken down the city into 144 different fiberhoods, where user interest gleaned from the project website dictates which parts of the city see deployment priority. It’s an approach some communities adopt to finance network construction without having to rely on tax revenues or loans. For Chicopee the estimated cost to build a fiber network that reaches all 55,000 residents is between $30 and $35 million.

Golden, Colorado Strikes Right Of Way Agreement With Google Fiber

Golden, Colorado has struck a new right-of-way agreement with Google Fiber that should expedite the competitive delivery of affordable fiber to the city of 20,000.

The deal gives Google Fiber non-exclusive access to public right-of-way to build a commercial broadband network, though it delivers no guarantee of uniform access across the entire city.

In a memo to the Golden City Council, Chief Innovation and Technology Officer Jiles McCoy said the city’s new agreement “would act as a template for any future companies wishing to build broadband services in the Golden right of way.”

The move comes after years of discussion in the city as to how to improve local broadband competition, reduce prices, and expand affordable access.

In 2016, Golden residents voted to opt out of a now defunct state law, ghost written by regional broadband monopolies, restricting the construction and operation of community owned and operated broadband networks. Last year Colorado leaders finally eliminated the law completely, opening the door to greater expansion of community-owned networks.

In 2019 the city completed a feasibility study showing that the construction of a full city-owned fiber network would cost $37 million. Instead of tackling the entire project at once, advisers recommended the city proceed in phases, beginning with the construction of a $3.8 million, 10.5 mile fiber ring connecting key community anchor institutions.

West Des Moines, Iowa is a Model for Open Access Conduit Networks - Episode 573 of the Community Broadband Bits Podcast

A little more than three years ago, the city of West Des Moines, Iowa announced that it would build a citywide open access conduit system to lower the cost of new broadband deployment to facilitate better connections at lower costs for residents. GFiber (formerly Google Fiber), Mediacom, Lumen (formerly CenturyLink), and local ISP Mi-Fiber have since signed on as providers. 

This week on the podcast, Deputy City Manager Jamie Letzring and city Innovations Consultant Dave Lyons join Christopher to talk about overcoming design and legal challenges of building an infrastructure system that remains relatively unique, and the commitment the city has made to reach economically disadvantaged households to make sure everyone has a quality and affordable connection.
