Sebewaing Bringing Better Connectivity to Residents, Businesses Via Fiber in Michigan

If you live in Sebewaing, you can now purchase FTTH connectivity from Sebewaing Light and Water (SLW) via their municipal network. Earlier this week, we discussed the network with Sebewaing Light and Water Superindendent Melanie McCoy.

The first village in Michigan to offer gigabit service issued its RFP in summer 2013. Like many other small communities, the 1,700 inhabitants in Sebewaing were limited to dial-up. T1 service (1.5 Mbps)  was available to businesses but lines cost from $1,000 - $1,500.

Commercial connectivity via the new infrastructure now begins at $75 for symmetrical 50 Mbps service. SLW also offers symmetrical 100 Mbps for $130 and advertises customized packages if those options are not adequate. SLW will also waive the $125 installation fee if a business signs up before the end of the year.

Residents also receive free standard installation if they sign up before the end of 2014. They can pay as little as $35 per month for symmetrical 30 Mbps service, $55 per month for 50 Mbps symmetrical, or $105 per month for 100 Mbps symmetrical service. 1 Gbps/100 Mbps service costs $160 per month.

SLW has already signed up a commercial gig customer. The Bay Shore Methodist Camp & Family Ministries holds events that often cater to hundreds of children and adults. They need a high capacity connection for Wi-Fi to serve a large number of devices.

Sebewaing's original plan was to build an open access network but after careful consideration and legal analysis, it decided to provide retail services. SLW purchases bandwidth only from Air Advantage, a wireless provider specializing in the "thumb" of Michigan. The utility also offers voice services via the network.

Michigan's First Gigabit Village - Community Broadband Bits Episode 126

The small village of Sebewaing has become the first gigabit village in the state of Michigan. Superintendent of Sebewaing Light and Water utility Melanie McCoy joins us to discuss the project on episode 126 of the Community Broadband Bits podcast. With approximately 1,800 people, Sebewaing has cracked the code for a small local government to deliver gigabit services to the community. 

In the show, we discuss previous telecommunications investments by the village and how they financed the gigabit fiber deployment. We also discuss how Michigan law, designed to discourage municipal networks, delayed the project and increased the costs as well as the annoyance to many residents who long ago became impatient with how long it took to begin turning on the Internet service. North Georgia Town Considering Fiber for Business

The City Council of the city of Commerce is considering using its existing fiber resources to offer connectivity to local businesses. At a November 3rd work session, Council members reviewed the plan and, according to the Main Street News, members voiced support for the idea.

“We’ve been actively working on this for months,” [City Manager Pete] Pyrzenski told the council. “We’ve been counseled on, we’ve talked through the options… this is a pretty viable utility for Commerce.” 

“We are ready to pull the fiber,” Pyrzenski declared. “Our role is to supply the fiber. We’re not going to get into cable TV, not going to get into telephone, just high-speed Internet.”

“Businesses have been looking for an alternative,” noted Mayor Clark Hill.

Windstream now serves the community of 6,500 but there have been significant complaints and there are no other options in this north Georgia town.

The city will need to invest $70,000 for equipment and legal fees. The network plan will use an existing line and will run additional fiber to expand the reach to more commercial customers. At this point, the city estimates a 5 - 10 year payback but that period may be reduced if local businesses respond positively. The city will fund the deployment with an interdepartmental loan from their municipal electric utility. Commerce also owns a municipal gas utility.

Vidalia Moves Ahead With New Technology Center, Big Pipe Across the Mississippi

When we last checked in with Vidalia, the Louisiana town of 4,300 had implemented free Wi-Fi in its new municipal complex. In October, the community began constructing the Vidalia Technology Center (VTC), as reported by MyArkLaMiss.com

The VTC will be at the site of former city hall office. The new facility will serve as entrepreneur incubation space in addition to housing infrastructure for the city's future fiber network. With Senator Mary Landrieu's help, Vidalia secured a $1.2 million grant from the U.S. Economic Development Administration to build the VTC. The City is providing 35% matching funds.

The current key to better connectivity in Vidalia is a connection across the Mississippi River. The Natchez Democrat reports that the City obtained a permit to run a fiber backbone across the U.S. 84 Mississippi River bridge. Apparently, the Mississippi Department of Transportation (MDOT) does not normally allow the installation of utilities on bridges it controls. 

The City has been working on obtaining permission for almost two years. Another Natchez Democrat article reports:

According to minutes from the Mississippi Transportation’s Oct. 28 meeting, “the … rules require the city to provide justification of a hardship in writing and explain why alternative routes are not viable, which the City of Vidalia has done."

A connection across the Mississippi has been a significant obstacle for Vidalia as it planned its municipal network. While connecting facilities within the community may not have been a problem, without a connection to the outside world, the municipal network was not nearly as valuable.

Lake County Provides Gap Funding To Keep Project On Track

Lake County has faced a number of challenges since it began deploying its fiber network in 2012. The latest wrinkle comes as the Rural Utility Service (RUS) is late in distributing funds to pay contractors. The agency is administering the stimulus funds used to build the $66 million project. The Lake County News Chronicle recently reported that the County Board of Commissioners will pay $500,000 to cover expenses until federal funds arrive.

The Chronicle reports:

County Administrator Matt Huddleston said the County typically submits financial requirement statements (FRS) to RUS, and the federal agency usually processes the request for funds within 20 days. FRS 15 was filed more than 50 days ago and RUS still hasn't paid the County. A second, more recent FRS has also been delayed.

Commissioners were concerned delayed payments to contractors would further delay the project, scheduled for completion by September 2015.

After the original partner and the County dissolved their partnership and a threat of a lawsuit from Mediacom slowed deployment, Frontier asserted ownership of a number of utility poles within Two Harbors. According to the Chronicle, Lake Connections and the County recently made the decision to bury fiber instead of stringing them on poles as a way to avoid more delays.

Commissioner Rick Goutermont said he was hopeful after speaking to RUS officials on a conference call Monday that RUS would approve the new plan, the project would move forward and RUS would reimburse the $500,000 quickly.

"If we make some kind of movement in the form of some gap financing ... to keep the boots on the ground out there working on it, I believe that would send a stronger message to RUS of our commitment and that we want to move forward," Goutermont said Tuesday.

Chanute City Leaders Approve Financing Strategy for FTTH in Rural Kansas

Chanute's City Commission passed a motion this month to fund its planned FTTH project with revenue bonds, bringing the entire community closer to fast, affordable, reliable connectivity, reports the Chanute Tribune

In addition to authorizing a plan to secure $18.9 million in revenue bonds, the motion also included funds for a pre-deployment baseline analysis focused on economic development and funds to hire an attorney. The bonds include debt service reserve funds and additional funding to make early interest payments. The plan determines the city will pay off the investment in a little over 14 years, based on a 45 percent take rate.

The Kansas Corporation Commission (KCC) must approve the plan. The KCC is a state regulatory body with a variety of responsibilities, including regulating telecommunications utility rates. The KCC also handles rates for electricity, natural gas, and liquid pipeline services. They handle safety issues, licensing, energy conservation, etc. If the KCC does approve the plan, the bonds can be secured without a public vote unless the city receives any petitions. Chanute still plans on providing residential gig service for $40 per month.

According to the Tribune, 62 percent of 1,030 returned surveys indicated yes or maybe as to whether or not they would be interested in signing up for high-speed service at home or at work; 38 percent said no. City officials are optimistic that the project will blossom even beyond those figures:

“I think once it starts rolling out, a lot of people will see what type of services they’re getting through the city,” [Mayor Greg] Woodyard said, “and they’ll get those bundle packages and we’ll be able to offer them a better product than they’re currently getting at a cheaper price. I think more people will sign up for it in that point in time.”

Woodyard also noted that Chanute is setting an example for other Kansans suffering from poor connectivity:

“A lot of other communities are looking at starting to do this, possibly,” Woodyard said. “We are the trendsetters for the state of Kansas. Everybody’s looking at us to see how we go through the process of doing the fiber project.”

Boulder and Yuma Turn to Voters to Reclaim Authority

Two more Colorado communities will be deciding whether or not to reclaim local telecommunications authority this fall. Colorado State Bill 152 took away local authority in 2005 but voters in several areas of the state are taking it back. Readers will recall Centennial voters passed the measure 3:1 last fall and Montrose voters approved a similar measure in the spring.

Boulder is home to the Boulder Research and Administration Network (BRAN), a fiber network that currently serves the city, the University of Colorado, the U.S. Department of Commerce, and the University Corporation for Atmospheric Research. A conduit network is already in place and an I-Net connects dozens of municipal facilities. Community leaders decided last summer it made good sense to re-establish the authority needed to make the most of existing resources. The Daily Camera recently spoke with a ballot measure 2C supporter:

"This allows the city of Boulder to determine what to do with a resource that already exists and is already paid for," said Timothy O'Shea, a member of the Yes on 2C steering committee who has worked with Boulder start-ups.

"It will not be the City Council determining that we'll have municipalization of those services," O'Shea said. "Yes on 2C is not about that. It's about the beginning of a dialogue and getting out from under a state law that prevents us from innovating with our existing resources."

State of Minnesota's Border to Border Broadband Fund - Community Broadband Bits Episode 119

Earlier, this year, the Minnesota Legislature established a "Border to Border" Broadband fund to expand Internet access to the least connected in the state. Senator Matt Schmit and Representative Erik Simonson led the effort to establish the fund that is now administered by Danna Mackenzie. All three of them join us this week to discuss the program. 

We discuss the state of Internet access in Greater Minnesota and why these elected officials fought to create a fund to improve the situation. Then we move on to discuss the details of the fund with the Executive Director of the Minnesota Broadband Office, along with some lessons for other states that may be considering taking action.

New Report Details Local Government Efforts to Improve Minnesota Connectivity

Update: Read an updated version of this report, published in July 2021, here, titled Minnesota Broadband: Land of 10,000 Connectivity Solutions [pdf]. It revisits all of the below communities to see how they fared over the intervening years, while adding new counties, communities, and, for the first time, two local Internet Service Providers.

In our latest report, All Hands On Deck: Minnesota Local Government Models for Expanding Fiber Internet Access, we analyze how local governments in 12 Minnesota communities are expanding 21st century Internet access to their citizens.

In 2010, the Minnesota legislature set a goal for 2015 - universal access to high speed broadband throughout the state. Even though we have the technology to make that vision a reality, large swaths of the state will not meet that goal. Nevertheless, local folks who have chosen to take control of their connectivity are finding a way to exceed expectations, surpassing the choices in many metropolitan regions.

Some of the communities we cover include:

  • Windom, which is one of the most advanced networks in the state, built their own network after their telephone company refused to invest in their community.
  • Dakota County showed how a coordinated excavation policy can reduce by more than 90 percent the cost of installing fiber.
  • Lac qui Parle County partnered with a telephone cooperative to bring high speed broadband to its most sparsely population communities.

We delved into networks in Anoka, Carver, Cook, Lake, and Scott Counties. The report also shares developments in the municipalities of Chaska, Buffalo, and Monticello. We tell the story of RS Fiber, located in Sibley and part of Renville County. These communities provide examples of municipal networks, a variety of public private partnerships, and "dig once" policies.

Community-Owned Dark Fiber Expands in Vermont

Last week, we criticized the draft version of the Vermont Telecommunications Plan for its conflicting goals, misplaced priorities, and all-around lack of vision. Fortunately for Vermonters, there are good things happening in the state as well: the Vermont Telecommunications Authority (VTA) and EC Fiber are partnering on a new 51 mile run of dark fiber that will bring new connection options to over 1,000 businesses and residences. 

VTA will be building the central fiber lien, which runs North-South along the I-91/I-89 corridor, and will be open to any carrier. EC Fiber, a nonprofit, community-owned open access network, will be an anchor tenant on the new fiber optic line, and will contribute $200,000 to project costs and be responsible for making last mile connections to the premises of homes and businesses that purchase them. 

The new fiber line will connect designated “Broadband Business Improvement Districts” in the towns of Braintree, Pomfret, Brookfield, North Randolph, and Sharon, making speeds of up to 400 mbps symmetrical available along the way. The project is expected to be completed in the first half of 2015, along with dark fiber projects in Reading, Stockbridge, Rochester and Hancock.   

These projects show that at least some in Vermont are aware of the need for fiber, and why the focus on new investments in last generation technologies embodied in the draft Vermont Telecommunications Plan are so misguided.
