This week, we are focusing on security concerns for community networks. Community networks tend to be small, with limited staff to keep track of the many challenges of running a network. Our guest this week on Community Broadband Bits is Weston Hecker, Senior Systems Security Analyst and Pen Tester for KLJ. 

After defining what penetration testing is, we discuss why small ISPs need to be concerned with security and some of the options available to them. You can also see Weston talking at DEFCON about burner phones and DDOS attacks. This is a more technical show than we ordinarily produce.

Our second episode of Community Broadband Bits featured an interview with Monica Webb, Chair of the Wired West Board and Spokesperson. Three years later, we are excited to have Monica on the show again to update us on their recent progress. As we recently noted, the state has decided to contribute significantly to the capital costs of a network connecting these rural towns and the towns are currently voting on whether to move forward.

In the aftermath of the Comcast/TWC merger being effectively denied by the Department of Justice and Federal Communications Commission, we thought it was a key moment to focus on antitrust/anti-monopoly policy in DC. To discuss this topic, we talk this week with Teddy Downey, Executive Editor and CEO of the Capitol Forum as well as Sally Hubbard, Capitol Forum senior correspondent and expert on antitrust. 

We start off with the basics of why the Comcast takeover of Time Warner Cable posed a problem that regulators were concerned with. From there, we talk more about the cable industry and whether other mergers will similarly alarm regulators. We end with a short discussion of what states can do to crack down on monopolies and the abuse of market power. 

Along the way, we discuss whether DC is entering a new era of antimonopoly policy or whether this merger was just uniquely troubling. We learned about Teddy and Sally from Barry Lynn at the New America Foundation, who we had previously interviewed for one of my favorite shows, episode 83.

The first gigabit city in Wisconsin, Reedsburg, has a municipal fiber network operated by the city-owned electric utility. This week, we talk with General Manager of the Utility Commission, Brett Schuppner. Reedsburg fiber goes back to 2003, which makes it one of the oldest FTTH networks in the nation. Located about an hour outside of Madison, Reedsburg has seen more investment from local industrial businesses because of its fiber network. 

They received a broadband stimulus award to expand their network into some surrounding rural areas and are now considering how they can continue expanding the network deeper into surround Sauk County without federal assistance. We talk about what goes into these expansion discussions - what is the dynamic when one community has a great network and the County would like it to expand? When we last wrote about the Mid-Atlantic Broadband Cooperative, it was a coop focused on open access middle mile connections. Now it has become the Mid-Atlantic Broadband Communities Corporation and is starting to work on some plans to expand open access last mile access. 

This week, we speak with MBC President and CEO Tad Deriso to learn more about their history and current approach. We discuss how they got started financially and lessons for other middle mile open access efforts. We also discuss their plan to expand the model to last mile businesses and homes in Martinsville in southern Virginia. And along the way, we learn how incumbent providers react differently to open access in the middle mile than in the last mile.

As more communities become service providers in order to provide a needed service to local businesses and residents, they are taking on an important responsibility to safeguard the data and privacy of subscribers. Unlike big providers like AT&T or big cable companies, municipal providers tend not to engage in data mining or violating their users' expectation of privacy. But given that issues of privacy and surveillance are becoming so important, we wanted to talk with Corynne McSherry, Legal Director at the Electronic Frontier Foundation, an organization that champions liberty on the Internet. 

In our conversation, we discuss what motivates EFF, why they support municipal networks, and what advice they have for local governments that have become ISPs. Perhaps most important, Corynne repeatedly advises local governments to be transparent with subscribers regarding their policies and encourages municipal ISPs to call EFF if they have questions about their responsibilities under the law to protect subscriber data.

After we heard that Lafayette's LUS Fiber was considering expanding to some nearby communities, we knew we had to set up an interview with Terry Huval, Director of the Lafayette Utilities System in Louisiana. In our interview this week, Terry and I discuss Lafayette's success, the legacy of the law creating special barriers that only apply to cities building fiber networks, and the challenges of expanding LUS Fiber beyond the boundaries of the city. 

We also discuss some plans they are developing to celebrate the 10th anniversary of the referendum on July 16, 2005, in which a strong majority of voters authorized the building of what was then the largest municipal FTTH network in the nation. Despite its success, Lafayette has been targeted by cable and telephone shills that are willing to say just about anything to defend the big corporate monopolies. We addressed these attacks in this Correcting Community Fiber Fallacies report.

After anticipating this moment for many months, we have a ruling from the FCC that has restored local authority to build and expand networks in North Carolina and Tennessee. Though we have already pulled out the key passages for readers, we wanted to discuss the decision with Jim Baller of Baller, Herbst, Stokes, & Lide. 

Jim worked with Wilson and Chattanooga in crafting their petitions and sat down with me last week at the Iowa Association of Municipal Utilities Broadband Conference in Des Moines last week. We went over the key issues in the ruling, including why the FCC had authority to take action, how the state laws limited investment in advanced Internet networks, the impact of the ruling, and what comes next. In Montana, local businesses and the city of Bozeman have been working on a public-private partnership approach to expanding Internet access that is likely to involve the city building an open access fiber network. We discuss their approach this week with Brit Fontenot, Economic Development Director for the city of Bozeman; David Fine, Bozeman Economic Development Specialist; and the President of Hoplite Industries, Anthony Cochenour. 

Bozeman has long been known as a city with opportunities for outdoor activities but it also has a significant tech presence though like nearly every other community in the United States, many recognize the need for more investment in better options for connectivity. A group of citizens, local businesses, and city staff have been examining their options, how they might finance it, and how to encourage the existing providers to work with them in improving Internet access.
